SHIELD works with community-based organizations (CBOs) to ensure greater access to quality health and education services for Burmese migrants and refugees. Specific CBO capacity-building activities include:

* Helping CBOs to improve their organizational management through training programs, technical support and mentoring.

* Awarding grants to CBOs to expand their health and education outreach in migrant and refugee communities.

* Encouraging CBOs to build meaningful networks and partnerships to exchange knowledge, combine efforts, and use resources effectively.
